Oman to Launch Third Green Hydrogen Tender in Early 2025

Oman is gearing up for its third green hydrogen tender, set to open in the first quarter of 2025, according to Hydrom, the entity leading the country’s green hydrogen initiatives. The announcement was made during the gH2 Investor Day on December 11, 2024.

The upcoming bidding process aims to attract both international and local investors, emphasizing the enhancement of in-country value and infrastructure readiness. Hydrom plans to introduce innovative approaches, such as double-sided auctions, optimized land block strategies, and streamlined procedures, to align green hydrogen production with key industries like green steel and fertilizers. The tender process will begin in early 2025, with winning projects expected to be announced between late 2025 and early 2026. This new round builds on the success of two previous auctions launched in late 2022 and early 2024.

The first tender concluded in 2023, selecting five large-scale green hydrogen projects with over $30 billion in investments and an annual production capacity of 750,000 tonnes. The second round, which awarded up to three land blocks in the Dhofar region, is projected to boost Oman’s green hydrogen production to 1.38 million tonnes per year by 2030.

Among the selected projects is the Hyport Duqm initiative, a collaboration between Belgian company DEME, Omani energy firm OQ, and UK energy giant BP. This project is part of a broader partnership between Oman and Belgium, strengthened by a landmark memorandum of understanding (MoU) signed with the Belgian Hydrogen Council.

Oman is also forging ties with Germany through a partnership with gas company VNG to explore the viability of a green hydrogen and ammonia value chain. Additionally, the Sultanate is collaborating with the Port of Amsterdam, Zenith Energy Terminals, and GasLog to develop a liquid hydrogen supply chain, aiming to deliver Omani green hydrogen to Amsterdam and onward to Europe.

These efforts position Oman as a significant player in the global green hydrogen market while fostering partnerships that support the energy transition.
