Nama PWP Launches RFQ for RO 400 Million Solar IPPs

Nama Power and Water Procurement Company has officially launched a Request for Qualifications for independent power producer solar projects valued at RO 400 million in Oman. The major renewable energy initiative represents a significant step forward in the Sultanate’s commitment to diversifying its energy portfolio and reducing dependence on fossil fuels.

The RFQ process marks the beginning of a competitive procurement procedure designed to identify qualified developers and investors capable of delivering large-scale solar photovoltaic installations. Industry experts estimate that the allocated budget could support the development of several hundred megawatts of clean energy generation capacity across multiple sites in the country.

Nama PWP which operates under the umbrella of Nama Group serves as Oman’s principal buyer of electricity and water. The company is responsible for procuring power and desalinated water from independent producers and selling these utilities to distribution companies throughout the nation. This latest tender aligns with Oman Vision 2040 which aims to generate 30 percent of electricity from renewable sources by 2030.

The solar IPP projects are expected to attract significant interest from international and regional developers with proven track records in utility-scale renewable energy development. Qualified bidders will need to demonstrate technical expertise financial capability and experience in successfully developing and operating similar projects in challenging environments.

The procurement process will be conducted in multiple phases beginning with the qualification stage followed by a Request for Proposals for shortlisted candidates. Selected developers will enter into long-term power purchase agreements with Nama PWP ensuring stable revenue streams and bankability for the projects.

Oman has been steadily expanding its renewable energy footprint in recent years with several major solar and wind projects either operational or under development. The country’s abundant solar resources and available land make it an ideal location for utility-scale photovoltaic installations. Average solar irradiation levels in many parts of Oman exceed global benchmarks making solar energy economically competitive with conventional generation.

The RO 400 million investment is expected to create numerous employment opportunities during both construction and operational phases. Local content requirements are likely to form part of the tender conditions encouraging the development of domestic supply chains and expertise in the renewable energy sector.

Environmental benefits from the solar IPPs will include substantial reductions in carbon dioxide emissions and decreased water consumption compared to conventional thermal power generation. These advantages support Oman’s commitments under international climate agreements and contribute to improving air quality in rapidly growing urban areas.

Financial institutions and investment funds with interests in renewable energy infrastructure are anticipated to play crucial roles in financing the selected projects. The involvement of Nama PWP as the offtaker provides creditworthy counterparty assurance that enhances project bankability and potentially reduces financing costs.

The timeline for the RFQ process including submission deadlines and evaluation criteria will be outlined in the tender documents. Interested parties are expected to receive comprehensive information regarding technical specifications grid connection requirements and commercial terms in the coming weeks.

This procurement initiative reinforces Oman’s position as an emerging market for renewable energy investment in the Middle East and North Africa region. Successful implementation of these solar IPPs will provide valuable experience and momentum for future clean energy projects as the country works toward its ambitious sustainability targets.
