Jordan Signs 1 Billion Dollar Green Ammonia Investment Agreement

Jordan has officially signed a landmark 1 billion dollar investment agreement to develop its first utility-scale green ammonia production facility in the port city of Aqaba marking a major milestone in the Kingdom’s transition toward clean energy and sustainable industrial development.

Prime Minister Jafar Hassan witnessed the signing ceremony on Sunday between the Ministry of Energy and Mineral Resources and Jordan Green Ammonia Company a Polish-Emirati consortium supported technically by Dutch partners. Minister of Energy and Mineral Resources Saleh Kharabsheh and Jordan Green Ammonia Company CEO Wael Suleiman formalized the agreement during a ceremony attended by senior officials.

The project represents Jordan’s first major investment agreement in the green hydrogen and green ammonia sector and is expected to produce approximately 100000 tonnes of green ammonia annually. The facility will combine 550MW of solar capacity with 500MWh of energy storage systems operating in an off-grid configuration completely independent of the national electricity grid.

Jordan Green Ammonia Company is a special purpose entity under the Hynfra Group formed as a joint venture with the Fidelity Group led by Dr. Wael Suleiman who serves as founder of Fidelity Group and Chairman of Jordan Green Ammonia. The partnership combines Hynfra’s experience in green hydrogen renewable ammonia and clean energy project development with Fidelity Group’s regional industrial expertise and established market presence in the Middle East.

The project timeline targets financial closure by September 2027 with commercial operations scheduled to begin in November 2030. The facility will generate green hydrogen through water electrolysis powered entirely by solar energy then convert it into green ammonia specifically for export to international markets.

Minister Kharabsheh described the initiative as a major milestone in Jordan’s energy transition strategy emphasizing that it reflects the Kingdom’s growing ability to attract high-value investments in green hydrogen and low-carbon fuels. The project is expected to reduce carbon emissions by more than 200000 tonnes annually compared with conventional ammonia production methods that depend on natural gas.

The approval reinforces Aqaba’s strategic role as a regional hub for green industries and energy building on its established logistics infrastructure and advantageous location. Officials believe the project will strengthen Jordan’s position as a regional hub for clean fuels while creating new export opportunities in international markets where demand for low-carbon products continues rising.

The project also involves collaboration with international technology providers including Denmark-based Topsoe which supports energy transition technologies. Beyond energy production the initiative is anticipated to generate employment opportunities support local economic development and drive knowledge transfer through the adoption of advanced technologies.

This marks the first green ammonia initiative in Jordan to receive formal government approval at the Council of Ministers level establishing a precedent for future clean energy investments seeking similar authorization. The approval positions Jordan as an emerging player in the global green hydrogen and ammonia ecosystem with long-term implications for sustainable growth and energy security.
