Oman’s O-Green Launches 58MW Wind Power Pilot Project in Duqm

Oman’s state-backed renewable energy platform O-Green is moving forward with a 58MW wind power pilot project in the Special Economic Zone at Duqm as part of the country’s broader clean energy transformation strategy.

The pilot project represents a key component of O-Green’s expanding renewable energy portfolio which includes the larger 2.7GW Continuous Renewable Energy Project that combines solar wind and battery storage systems across the Mahmout and Duqm regions. The state-backed developer recently secured a power purchase agreement with Nama Power and Water Procurement for this major hybrid project.

O-Green was established by the Sultanate of Oman in 2025 as an affiliate of the Oman Investment Authority with a mandate to develop gigawatt-scale clean energy projects across Oman and the wider Middle East and North Africa region. The platform operates through three main subsidiaries including Naqaa Sustainable Energy which leads large-scale renewable project development and currently has more than 1200MW of projects under execution and over 10000MW under development.

A central element of O-Green’s strategy involves localizing wind power manufacturing through its Mawarid Green Technologies subsidiary which is establishing the GCC’s first wind turbine manufacturing complex engineered for harsh desert conditions. Phase 1 of this facility spanning 550000 square meters in the Duqm Special Economic Zone represents an investment of approximately RO 70 million with an expected annual manufacturing capacity of around 1100MW.

The manufacturing facility will focus on 6.25MW and 9.6MW turbine models developed under license from Shanghai Electric Group while also supplying domestically produced Battery Energy Storage System solutions. This localization effort aligns with Oman Vision 2040 and supports the country’s goal of achieving carbon neutrality by 2050.

The 58MW wind pilot project in Duqm is positioned to test technologies and operational capabilities that will inform larger renewable energy developments in the region. Duqm has emerged as a strategic location for Oman’s green energy ambitions given its favorable wind resources and existing infrastructure within the Special Economic Zone.

O-Green reports a total pipeline of 11GW of generation and storage projects under development across 12 countries with a secured portfolio exceeding 3.3GW of wind and solar capacity. The company emphasizes its focus on providing continuous 24-7 green energy solutions through hybrid systems that combine wind solar and storage technologies.

The pilot project contributes to Oman’s broader renewable energy goals which include earmarking approximately 50000 square kilometers of land with high wind and solar potential to support up to 180GW of renewable capacity and production of 25 million tons per annum of green hydrogen by 2050.

The Duqm region has become a focal point for multiple green energy initiatives including several major green hydrogen and ammonia projects that leverage the area’s renewable energy potential and strategic port location for exports. The 58MW wind pilot represents an important step in validating the technical and commercial viability of wind power generation in this key development zone.
